The difference between male and female sexual arousal
Love is a matter of chemistry, but sex is a matter of physics.”
Men tell me that almost anything can turn them on—a simple brush of their partner’s hand across their penis, a flirtatious look or seeing their partner in the nude. What they don’t always realize is that sexual arousal works differently for women.
Sex researchers Masters and Johnson were the first to outline the four stages of sexual response in human beings: excitement, plateau, orgasm and resolution. Although men and women go through the same four stages, their respective journeys can vary in time and physicality.
The Stages of Male Sexual Arousal
If you’re a man, you can’t understand the female cycle of sexual arousal unless you first understand your own. You may think orgasm is simply a matter of getting aroused and getting off, but believe me, there’s a lot more to it than that!
Excitement: The physical signs of male sexual arousal are easy to spot. Your testes begin to elevate, the skin around your scrotum becomes thicker, and your penis becomes increasingly erect. If you don’t proceed to Stage 2, your excitement will pass fairly quickly.
Plateau: At this point, your testes are fully engorged and reach their highest point of elevation, your penis’s corona becomes engorged with blood, and seminal fluid (which aids in lubrication) begins to secrete through the tip of your penis. At this stage, the desire for sex becomes very strong; if you aren’t able to move to Stage 3, things can become painful.
Orgasm: The fluids from different parts of your reproductive organs collect at the end of the urethra, creating a feeling of heaviness that men recognize as the signal of imminent orgasm, and then you experience the contractions you associate with climaxing. It’s possible to hold back from completing this stage so you can continue sexually stimulate your partner, but only for a short time.
Resolution: During this stage, the penis goes back to non-erect size and all the blood in the testes returns to the rest of the body.
Men also have what is known as a refractory period, which means that for a certain time he will not be able to achieve another erection. That period of time varies from as little as two minutes to as long as two weeks. On average, as a man ages, his refractory period grows longer.

Now that you understand how your own body works during sex, it will be easier for you to spot the differences in your partner’s cycle of sexual arousal. Plateau: Her heartbeat speeds up, her breasts may increase noticeably in size, her vagina swells, her vaginal opening begins to narrow, her clitoris becomes more erect, and the color of her labia darken in color. Only near the end of this stage will her body be ready for vaginal intercourse. Not all women experience this stage of arousal, which is why it’s important to give her plenty of foreplay.
Orgasm: Intense muscle contractions through the pelvic area will occur during the orgasm—a woman can have three to fifteen of these contractions depending on the strength of her climax. She may also experience muscle contractions in other parts of the body as well. Most women’s bodies become temporarily rigid at the highest point of their orgasm.
Resolution: If a woman has achieved orgasm, she may be able to have multiple orgasms during the resolution stage. Otherwise, her body will return to normal, but at a slower rate than if she had climaxed. During resolution, her breasts and nipples can become very sensitive, so don’t touch them aggressively.

At long last, the Beckhams have a baby girl!
Former Spice Girl Victoria Beckham gave birth to a daughter at 7:55 a.m. Sunday morning at Cedars-Sinai in Los Angeles. Already mom to sons Brooklyn, 12, Romeo, 8, and Cruz, 6, with husband of 12 years David Beckham, this is the first girl for the 37-year-old fashion designer.
The couple's rep Jo Milloy tells Us Weekly the "happy and healthy" little girl weighed 7 lbs. 5 oz. "David and Victoria Beckham are delighted," Milloy said. "Brooklyn, Romeo and Cruz are excited to welcome their new baby sister to the family."
Just two days before, soccer star David, 36, went stag to an intimate Friday reception held at British Consul-General Barbara Hay's L.A. residence in honor of Prince William and Duchess Kate. "Victoria really wanted to come but she is just so tired at the moment. She sent you both lots of love," Beckham told William, 29, apologetically. (The Beckhams were among the celeb guests at the royal wedding in London on April 29.)

"Don't be silly," the Prince replied. "Please send her all out love and tell her good luck with it all."
With a testosterone-filled household, it's no wonder why Beckham longed for baby girl. "When we first found out, we went for the scan and they said, 'Oh, it's a boy,'" David told Jimmy Kimmel in March. "I was like, 'Great,' and Victoria was like, 'Ugh. Another penis in the house.' She thinks there's too many in the house already. So then we went back for the next scan and they said, 'Oh, we think it's a girl.'"
The couple's sons even pitched a few ideas for their little sister's name. "We've got a few in mind, but we've also said to the boys, 'Give us some ideas,'" David explained. "When we got told it was a boy, Romeo was like, 'How about Justin Bieber Beckham?' So now that we know it's a girl, he's like, 'What about Justine Bieber Beckham?'"

Meaning of a Prayer
What is Prayer? – Talking With God
What is prayer? Prayer is our direct line with heaven. Prayer is a communication process that allows us to talk to God! He wants us to communicate with Him, like a person-to-person phone call. Cell phones and other devices have become a necessity to some people in today’s society. We have bluetooth devices, blackberries, and talking computers! These are means of communication that allow two or more people to interact, discuss, and respond to one another.
To many people, prayer seems complicated, but it is simply talking to God. Here are some points about what prayer is:
What is Prayer? – The Logistics
Many people question what is prayer because they desire to pray, but don’t know how. Consider these tips:
What Do I Say? Praying is like talking to your best friend! It’s easy to talk to someone when you know they love you unconditionally!
Ask Jesus to forgive you of your sins and make you new in Him! “Now turn from your sins and turn to God, so you can be cleansed of your sins” (Acts 3:19).
Tell Him your needs! “Give all your worries and cares to God, for he cares about what happens to you” (1 Peter 5:7).
Thank Him, for He died on the cross at Calvary for us! “For God so loved the world that he gave his only Son, so that everyone who believes in him will not perish but have eternal life” (John 3:16).
How Do I Say It? Here’s how I have learned to approach the Savior of my life.
With confidence and belief that He will deliver: “Because of Christ and our faith in him, we can now come fearlessly into God's presence, assured of his glad welcome” (Ephesians 3:12). “So let us come boldly to the throne of our gracious God. There we will receive his mercy, and we will find grace to help us when we need it” (Hebrews 4:16).
With joy that He can deliver. “You have shown me the way of life, and you will give me wonderful joy in your presence” (Acts 2:28).
With expectation that He is going to deliver. “Listen to my voice in the morning, LORD. Each morning I bring my requests to you and wait expectantly” (Psalm 5:3). “I am praying to you because I know you will answer, O God. Bend down and listen as I pray” (Psalm 17:6).

Pray for each other. Jesus set an example for us on what to pray. He prayed for His disciples and for every generation to come that would follow Him. His prayer was that God protect and strengthen them as long as they were in this world. Jesus also prayed for those who would come to believe in Him through the Gospel message (John 17).
Pray with faith. “So, you see, it is impossible to please God without faith. Anyone who wants to come to him must believe that there is a God and that he rewards those who sincerely seek him” (Hebrews 11:6).
Pray with worship and reverence. “Exalt the LORD our God! Bow low before his feet, for he is holy!” (Psalm 99:5). “‘Yes, Lord,’ the man said, ‘I believe!’ And he worshiped Jesus” (John 9:38).
You will know with confidence that God can hear you when you pray, so open that line of communication! Pray, knowing that no matter how far you roam, your connection with Him can never be lost!
“I pray that your love for each other will overflow more and more, and that you will keep on growing in your knowledge and understanding” (Philippians 1:9).

WHAT HAPPENS IN HEAVEN WHEN WE PRAY?
This is one of the nicest e-mails I have seen and is so true:I dreamt that I went to Heaven and an angel was showing me around. We walked side-by-side inside a large workroom filled with angels. My angel guide stopped in front of the first section and said, "This is the Receiving Section. Here, all petitions to God said in prayer are received. "
I looked around in this area, and it was terribly busy with so many angels sorting out petitions written on voluminous paper sheets and scraps from people all over the world.
Then we moved on down a long corridor until we reached the second section.
The angel then said to me, "This is the Packaging and Delivery Section. Here, the graces and blessings the people asked for are processed and delivered to the living persons who asked for them." I noticed again how busy it was there. There were many
angels working hard at that station, since so many blessings had been requested and were being packaged for delivery to Earth.
Finally at the farthest end of the long corridor we stopped at the door of a very small station. To my great surprise, only one angel was seated there, idly doing nothing. "This is the Acknowledgment Section, my angel friend quietly admitted to me. He seemed embarrassed. "How is it that there is no work going on here?" I asked.
"So sad," the angel sighed. "After people receive the blessings that they asked for, very few send back acknowledgments"
"How does one acknowledge God's blessings?" I asked.
"Simple," the angel answered. Just say, "Thank you, Lord."
"What blessings should they acknowledge?" I asked.
"If you have food in the refrigerator, clothes on your back, a roof overhead and a place to sleep you are richer than 75% of this world. If you have
money in the bank, in your wallet, and spare change in a dish, you are among the top 8% of the world's wealthy."
"And if you get this on your own computer, you are part of the 1% in the world who has that opportunity."
"If you woke up this morning with more health than illness, you are more blessed than the many who will not even survive this day."
"If you have never experienced the fear in battle, the loneliness of imprisonment, the agony of torture, or the pangs of starvation. You are ahead of 700 million people in the world."
"If you can attend a church without the fear of harassment, arrest, torture or death you are envied by, and more blessed than, three billion people in the world."
"If your parents are still alive and still married...you are very rare."
"If you can hold your head up and smile, you are not the norm, you're unique to all those in doubt and despair."
Ok, what now? How can I start?
If you can read this message, you just received a double blessing in that someone was thinking of you as very special and you are more blessed than over two billion people in the world who cannot read at all.

2011/2012
UTANGULIZI:
1. Mheshimiwa Spika, naomba kutoa hoja kwamba Bunge lako Tukufu likubali kujadili na kupitisha makadirio ya mapato na matumizi ya Serikali kwa mwaka wa fedha 2011/2012. Pamoja na hotuba hii, vipo vitabu vinne vinavyoelezea kwa kina takwimu mbalimbali za Bajeti. Kitabu cha Kwanza kinahusu makisio ya mapato. Kitabu cha Pili kinaelezea makisio ya matumizi ya kawaida kwa Wizara na Idara zinazojitegemea ambapo cha Tatu kinahusu makisio ya matumizi ya kawaida kwa Mikoa na Mamlaka za Serikali za Mitaa na cha Nne kinaelezea makadirio ya matumizi ya maendeleo kwa Wizara, Idara zinazojitegemea, Mikoa pamoja na Mamlaka za Serikali za Mitaa. Aidha, upo Muswada wa Sheria ya Fedha wa mwaka 2011 ambao ni sehemu ya Bajeti hii.
2. Mheshimiwa Spika, awali ya yote napenda kumpongeza Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt. Jakaya Mrisho Kikwete kwa kuchaguliwa tena kuongoza kwa muhula wa pili wa Serikali ya Awamu ya Nne. Aidha, ninamshukuru sana Mheshimiwa Rais kwa imani kubwa aliyonayo kwangu kwa kunichagua kwa mara nyingine tena kuongoza Wizara kubwa na nyeti, ninamuahidi kuwa sitamuangusha. Pia ninampongeza Dkt. Mohammed Gharib Billal kwa kuchaguliwa kuwa Makamu wa Rais wa Jamhuri ya Muungano wa Tanzania. Vile vile,
ninampongeza Mhe. Mizengo Kayanza Peter Pinda (Mb.) kwa kuchaguliwa kuwa Mbunge na kuteuliwa tena na hatimaye kupitishwa na Waheshimiwa Wabunge kuwa Waziri Mkuu kwa muhula wa pili wa Serikali ya Awamu ya Nne.
3. Mheshimiwa Spika, napenda kukupongeza wewe binafsi Mhe. Spika Anne Makinda (Mb.) kwa kuchaguliwa kuwa Spika na hivyo kuwa mwanamke wa kwanzakuongoza Bunge katika Afrika Mashariki. Kuchaguliwa kwako kunatokana na imani kubwa waliyonayo Waheshimiwa Wabunge kwa kuzingatia busara zako, uwezo na uzoefu wako ndani ya Bunge hili. Napenda pia kumpongeza Mhe. Job Ndugai (Mb.) kwa kuchaguliwa kuwa Naibu Spika. Nawapongeza pia mawaziri wenzangu wote pamoja na Naibu mawaziri wote, kwa kuteuliwa kwao na Mhe. Rais kushika nyadhifa hizo. Aidha, napenda niwapongeze wabunge wote kwa kuchaguliwa na kuteuliwa kuingia katika Bunge hili.
4. Mheshimiwa Spika, naomba pia nichukue fursa hii kutoa shukrani zangu za dhati kwa wale wote walioshiriki kwa namna moja au nyingine kufanikisha matayarisho ya Bajeti hii. Maandalizi ya Bajeti ya Serikali yanahusisha wadau na vyombo mbalimbali. Kipekee ninaishukuru Kamati ya Fedha na Uchumi chini ya uenyekiti wa Mhe. Dkt. Abdallah Omari Kigoda, Mbunge wa Handeni, pamoja na kamati nyingine za kisekta kwa ushauri mzuri waliotoa wakati wakichambua mapendekezo ya Bajeti hii.
5. Mheshimiwa Spika, naomba niishukuru kwa namna ya pekee Ofisi ya Mwanasheria Mkuu wa Serikali kwa kutayarisha kwa wakati Muswada wa Sheria ya Fedha ya mwaka 2011 na nyaraka mbalimbali za sheria ambazo ni sehemu ya bajeti hii. Kwa upande wa Wizara ya Fedha, nawashukuru Naibu Mawaziri, Mhe. Gregory Teu (Mb) na Mhe. Pereira Ame Silima (Mb). Namshukuru Katibu Mkuu Ndugu Ramadhani M. Khijjah na Naibu Makatibu Wakuu, Ndugu Laston T. Msongole, Dkt. Servacius B. Likwelile na Ndugu Elizabeth Nyambibo. Napenda kuwashukuru Prof. Benno Ndulu Gavana wa Benki Kuu ya Tanzania, Ndugu Harry Kitilya, Kamishna Mkuu wa Mamlaka ya Mapato Tanzania na Dkt. Albina Chuwa, Mkurugenzi Mkuu wa Ofisi ya Takwimu ya Taifa. Aidha, napenda kuwashukuru Wakuu wa Idara na wafanyakazi wote wa Wizara ya Fedha. Vile vile, namshukuru Mpigachapa Mkuu wa Serikali kwa kuchapisha Hotuba hii kwa wakati. Mwisho, nawashukuru wataalamu na wale wote waliotoa mapendekezo kuhusu sera, mikakati na masuala mbalimbali ya kodi ambayo yamezingatiwa katika kuandaa Bajeti hii.
6. Mheshimiwa Spika, huu ni mkutano wa kwanza wa Bajeti kwa Bunge hili baada ya uchaguzi mkuu wa Rais na Wabunge uliofanyika mwezi Oktoba mwaka 2010 na kukirejesha Chama Cha Mapinduzi pamoja na Serikali yake katika kipindi cha pili cha Awamu ya Nne. Wananchi wana matumaini makubwa kwa Bunge hili kwamba litasaidia kuongeza kasi ya kuwapatia maendeleo na kuondokana na umasikini wa kipato unaowakabili wananchi walio wengi. Hili linajidhihirisha kwa uwepo wa Waheshimiwa Wabunge wenye umri, jinsia, elimu, na uzoefu mbalimbali. Ni matumaini ya Serikali kuwa uwepo huo wa Waheshimiwa Wabunge utakuwa ni chachu katika kuwaletea maendeleo wananchi kwa ari zaidi, kasi zaidi na nguvu zaidi.
7. Mheshimiwa Spika, Bajeti ya mwaka wa fedha unaoishia 2010/2011, imeendelea kutumika kama chombo muhimu katika kutekeleza Sera na Malengo ya Uchumi na Maendeleo ya Jamii. Katika kipindi hiki, yamekuwepo mafanikio ya kuridhisha katika kutoa huduma bora kwa wananchi na kuimarisha miundombinu ili kuwezesha kukua kwa uchumi na kupunguza umaskini.
8. Mheshimiwa Spika, Bajeti ya mwaka 2011/12 itazingatia vipaumbele vifuatavyo:
i) Umeme;
ii) Maji;
iii) Miundombinu ya usafiri na usafirishaji (reli, bandari, barabara, viwanja vya ndege, Mkongo wa Taifa);
iv) Kilimo na umwagiliaji; na
v) Kupanua ajira kwa sekta binafsi na ya umma.
Bajeti itahakikisha pia kuwa mafanikio yaliyopatikana katika sekta za elimu na afya yanalindwa pamoja na kuimarisha ubora wa huduma zinazotolewa.
WIZARA YA FEDHA
2011/2012
UTANGULIZI:
1. Mheshimiwa Spika, naomba kutoa hoja kwamba Bunge lako Tukufu likubali kujadili na kupitisha makadirio ya mapato na matumizi ya Serikali kwa mwaka wa fedha 2011/2012. Pamoja na hotuba hii, vipo vitabu vinne vinavyoelezea kwa kina takwimu mbalimbali za Bajeti. Kitabu cha Kwanza kinahusu makisio ya mapato. Kitabu cha Pili kinaelezea makisio ya matumizi ya kawaida kwa Wizara na Idara zinazojitegemea ambapo cha Tatu kinahusu makisio ya matumizi ya kawaida kwa Mikoa na Mamlaka za Serikali za Mitaa na cha Nne kinaelezea makadirio ya matumizi ya maendeleo kwa Wizara, Idara zinazojitegemea, Mikoa pamoja na Mamlaka za Serikali za Mitaa. Aidha, upo Muswada wa Sheria ya Fedha wa mwaka 2011 ambao ni sehemu ya Bajeti hii.

Mheshimiwa Spika, huu ni mkutano wa kwanza wa Bajeti kwa Bunge hili baada ya uchaguzi mkuu wa Rais na Wabunge uliofanyika mwezi Oktoba mwaka 2010 na kukirejesha Chama Cha Mapinduzi pamoja na Serikali yake katika kipindi cha pili cha Awamu ya Nne. Wananchi wana matumaini makubwa kwa Bunge hili kwamba litasaidia kuongeza kasi ya kuwapatia maendeleo na kuondokana na umasikini wa kipato unaowakabili wananchi walio wengi. Hili linajidhihirisha kwa uwepo wa Waheshimiwa Wabunge wenye umri, jinsia, elimu, na uzoefu mbalimbali. Ni matumaini ya Serikali kuwa uwepo huo wa Waheshimiwa Wabunge utakuwa ni chachu katika kuwaletea maendeleo wananchi kwa ari zaidi, kasi zaidi na nguvu zaidi.
7. Mheshimiwa Spika, Bajeti ya mwaka wa fedha unaoishia 2010/2011, imeendelea kutumika kama chombo muhimu katika kutekeleza Sera na Malengo ya Uchumi na Maendeleo ya Jamii. Katika kipindi hiki, yamekuwepo mafanikio ya kuridhisha katika kutoa huduma bora kwa wananchi na kuimarisha miundombinu ili kuwezesha kukua kwa uchumi na kupunguza umaskini.
8. Mheshimiwa Spika, Bajeti ya mwaka 2011/12 itazingatia vipaumbele vifuatavyo:
i) Umeme;
ii) Maji;
iii) Miundombinu ya usafiri na usafirishaji (reli, bandari, barabara, viwanja vya ndege, Mkongo wa Taifa);
iv) Kilimo na umwagiliaji; na
v) Kupanua ajira kwa sekta binafsi na ya umma.
Bajeti itahakikisha pia kuwa mafanikio yaliyopatikana katika sekta za elimu na afya yanalindwa pamoja na kuimarisha ubora wa huduma zinazotolewa.
